Amend the Golden Plains Planning Scheme to incorporate an Incorporated Document pursuant to the Specific Controls Overlay to provide planning permission for use and development of the Golden Plains Wind Farm, in a form consistent with the Amended Permit, and that the Minister exempt himself from the requirements of sections 17, 18 and 19 of the Planning and Environment Act 1987 (Vic) (the Act) in respect of that amendment.
